Is Kimberbell Flex Foam the same as Pellon Flex-Foam?

No. They share a name but come from different makers. Pellon Flex-Foam comes in sew-in, one-sided fusible and two-sided fusible versions on 20" bolts; Kimberbell Flex Foam is sew-in only, in this 20" x 60" piece.

How do I use it for raised applique?

Cut the foam to the shape of the applique piece, place it under the applique fabric, and stitch the placement and tack-down lines as usual. The foam lifts that area so it stands out from the background.

Kimberbell Flex Foam is a sew-in foam stabilizer that adds flexible shape and a little plush to bags, purses, frames and other projects. It is easy to sew through, and it has no adhesive, so you baste or quilt your fabric to it and can reposition pieces as you go.

Kimberbell also suggests using it like applique: place a piece under appliqued fabric to give that part of the design raised dimension. This is one 20" x 60" piece. If you want foam that presses on instead of being stitched, a fusible foam such as Pellon FF78F1 does the same job without basting. It is not microwave safe.
