Is this roll good for a longarm frame?

Yes. 90" width loads on standard frames and covers a queen top with the 108" dimension running along the roll. For kings you need the 120" x 30 yd roll.

Pellon polyester vs Hobbs Polydown: what is the difference?

Both are low-loft polyester battings that resist bearding and shrink very little. Cotton with scrim is flatter, breathes better, shrinks 3-5% for a crinkled antique look, and can be quilted up to 10" apart instead of 4". Can I use polyester batting for bowl cozies or hot pads?

No. Polyester can melt or scorch in the microwave. For microwave projects use Pellon Wrap-N-Zap, which is 100% natural cotton with no scrim and no synthetic fiber, and sew it with cotton thread.
